So, I tried to remedy the situation by running the Citrix Removal Utility and installing the latest version of Citrix Receiver, which as of yesterday is version 4. Sadly, this has not remedied the problem, and I have yet to find a single forum where this particular issue is addressed let alone resolved. Any help would be appreciated. It is an issue with the new Windows 8.

You have to go to Control center and Display and check the "Let me choose one scaling level for all my displays". Then you must logoff. It works very good and you can set this via GPO.
